• NIH Patent Legal Support Contracts - The Office of Technology Transfer, NIH, awarded ten contracts, each over $1.5 million, for patent legal support in January 1997.

• News About NIH Antiviral/Virus-Related Technology Transfer from the Antiviral Agents Bulletin. - Recent news articles showing the significance of federal and NIH technology transfer in antiviral drug and vaccine development.

• PHS/NIH Abandons "Reasonable Pricing" Licensing/CRADA Policy - The Public Health Service, parent of NIH, has abandoned use of the "reasonable pricing" clause in CRADAs and exclusive licenses. PHS/NIH now licenses technology like every other major research organization and corporation--without restrictions or control of licensees' pricing and marketing strategies.

• Broad Gene Therapy Patent Issued to NIH/Genetic Therapy Inc. - NIH has received a patent broadly covering all ex vivo gene therapy. The patent has been exclusively licensed by Genetic Therapy Inc. (GTI). As an indicator of the potential of this technology, Sandoz Ltd. acquired GTI for $295 million on July 11. Essentially all of GTI's core technologies and gene therapies in development have been licensed from NIH and/or are being developed through CRADAs.

• Technology Transfer Improvement Act - This act clarifies and strengthens CRADA collaborators' rights to exclusive licenses and the distribution of licensing income to inventors and federal labs.

• New Patent Office Guidelines for Clinical Utility - From the Federal Register, July 14, 1995. Biopharmaceuticals and other therapeutics need not be shown effective in clinical trials inorder be granted claims for disease treatment.
